How popular is employee leasing?
Employee leasing in the United States began in the early 1970s. As of 2010, there were more than 700 professional employer organizations operating in the United States, covering 2 to 3 million workers.
What do the various terms mean?
Employee Leasing is defined as an employing unit that contracts with a client company to supply workers to perform services for the client company. Employee leasing does not include temporary employment agencies. Leased employees perform their jobs at a particular company for an open-ended period of time and do not move around to difference work assignments.
A professional employer organization (PEO) is a single source provider of integrated services which enable business owners to outsource the management of human resources, employee benefits, payroll and workers’ compensation and other services. It does this by hiring a client company’s employees, thus becoming their employer of record for tax purposes and insurance purposes. This practice is known as co-employment. You and the PEO become co-employers, instead of the traditional employer company/employee relationship.
The Administrative Services Offering (ASO) outsources only the administrative work and NOT the employees. This service model offers clients a full range of human resources consulting, insurance administration and payroll services, without requiring the establishment of a co-employment relationship. An ASO relationship is also called Human Resources Outsourcing. Co-employment is a relationship that is hard to enter and difficult to break; in an ASO relationship, clients may maintain their existing benefits and workers’ compensation insurance plans or the organization can shop for benefits on the open market. The win-win is obvious – clients maintain control of their own plans, and other concerns about co-employment can be avoided.
Why is ASO preferred over PEO?
Professional Employer Organizations (PEOs) offer to outsource all employee administration through a model called “co-employment.” The Administrative Services Offering (ASO) only outsources the administrative work and NOT the employees. The Encompass Group leverages state-of-the-art technology to automate payroll, benefits and human resources administration while allowing you to keep your employees.
The ASO model offers several significant advantages over the PEO model:
- Typical hard-dollar cost reduction of 75%
- Improvement in employee relations
- Flexibility and control of employee benefit plan design and cost
- Instant access and visibility to critical business information
